The Executive Office for Immigration Review, U.S. Department of Justice, is seeking to fill 5 Attorney Advisor positions.

About the OfficeThe EOIR, U.S. Department of Justice, is seeking individuals to serve as an Attorney Advisor. This position is located in the EOIR, Office of the Chief Immigration Judge, which is headquartered in Falls Church, Virginia, about 10 miles from downtown Washington, DC. The EOIR is responsible for adjudicating immigration cases. Specifically, under delegated authority from the Attorney General, EOIR interprets and administers the Federal immigration laws by conducting immigration court proceedings, appellate reviews, and administrative hearings. EOIR consists of 3 adjudicatory components: the Office of the Chief Immigration Judge, which is responsible for managing the numerous immigration courts located throughout the U.S. where immigration judges adjudicate individual cases; the Board of Immigration Appeals, which primarily conducts appellate reviews of the immigration judges’ decisions; and the Office of the Chief Administrative Hearing Officer, which adjudicates immigration-related employment cases. EOIR is committed to providing the fair, expeditious, and uniform application of our Nation’s immigration laws in all cases.

Job Description:

  • The incumbent is responsible for assisting senior officials in the research, review, analysis, conduct and impact of changes in legal precedent, statutes and regulations.
  • Participates with the Chief Immigration Judge, Deputy Chief Immigration Judges, Chief Counsel, and Assistant Chief Immigration Judges in the formulation of OCIJ’s programs and policies. Analyzes administrative programs and projects, and prepares reports, recommending adoption or rejection of policy changes.
  • The incumbent reviews department-wide proposals for changes in the immigration law, including regulatory proposals, and analyzes the potential impact upon OCIJ and the immigration courts.
  • Attends EOIR, departmental, and private sector meetings for the purpose of gathering, exchanging, and interpreting information for the use of the Chief Immigration Judge.
  • Completes other duties as assigned.

Salary$89,924.00 to $157,100.00

Who: Applicants must have a LL.B. or a J.D. degree and be and active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of a U.S. state, territory, or the District of Columbia (include date of admission to the bar). Applicants must be U.S. citizens and have a minimum of 2 years professional legal experience to qualify for the GS-13 level, a minimum of 3 years of professional legal experience to qualify for the GS-14 level and a minimum of 4 years of professional legal experience to qualify for the GS-15 level.

THE DIPLOMACY AND DIVERSITY FELLOWSHIP [DEADLINE: OCTOBER 30, 2014 BY 11:59 P.M. EST]

The Diplomacy and Diversity Fellowship is a transatlantic educational program from Humanity in Action. The Fellowship offers 24 American and European graduate students the chance to explore the changing international dynamics of diplomacy and diversity. Fellows travel to Washington, DC, Paris and Berlin to study how American and European governments and societies are responding to a wide range of international issues. The program seeks to promote constructive diplomacy in a changing world through innovative and inclusive approaches.

JUSTICE AMERICORPS – IMMIGRATION STAFF ATTORNEY [DEADLINE: NOVEMBER 3, 2014]

Under a special one-year grant called justice AmeriCorps from the Corporation for National and Community Service and the U.S. Department of Justice’s Executive Office of Immigration Review (EOIR), 6 public interest attorney positions are available immediately in South Florida to serve unaccompanied immigrant children under the age of 16 to improve the efficient and effective adjudication of children’s cases in Immigration Court proceedings.

Job Duties: Legal representation in immigration or custody proceedings before EOIR Immigration Courts; appellate proceedings before the Board of Immigration Appeals; proceedings before the U.S. Citizenship and Immigration Services (USCIS), including, among others, applications for asylum, Special Immigrant Juvenile (SIJ) status, and/or T or U nonimmigrant status; and state court proceedings seeking orders necessary to support SIJ applications. The justice AmeriCorps attorney will also be required to conduct legal screenings of unaccompanied minors to determine eligibility for legal relief and representation by the AmeriCorps program, provide advice and counsel to unaccompanied minors, comply with reporting requirements and data entry, and assist in recruiting and training pro bono attorneys.

Training: National training will be provided in Washington, DC in December 2014 by EOIR and AmeriCorps

*Additional training will be provided by each host organization

Stipend and Benefits: The justice AmeriCorps position requires a full-time, 1-year (or 1,700 hours) commitment (with the possibility of a 1 year extension), and offers an annual living allowance of $24,200, an annual education award of up to $5,645 for qualified student loans, and eligibility for qualified student loan forbearance during the year of service. Health-care will be included under the program, as well as childcare coverage. Additional benefits may vary depending on the host agency.

Qualifications:

  • Must be a member of the Florida Bar
  • Experience with immigration and/or child dependency legal clinics in law school would be especially helpful
  • Experience working with children is a plus
  • Fully bilingual, including reading and writing, in English and Spanish required
  • Must have own transportation
  • Must have excellent research and writing skills, communication skills, organizational skills, self-motivation, and an ability to work collaboratively with the Consortium
  • Must be adept at interacting with a wide variety of people and comfortable working in a busy, open work environment
  • Must be willing to submit to an extensive background check, including FBI, statewide repository, and sex offender registry checks

SCHOLARSHIP update:

MICHAEL WEINER SCHOLARSHIP FOR LABOR STUDIES [DEADLINE: NOVEMBER 10, 2014]

Major League baseball players are honoring the life of former MLBPA Executive Director Michael Weiner through the creation of the Michael Weiner Scholarship for Labor Studies. Awarded by the Major League Baseball Players Trust, this scholarship seeks to recognize and support the efforts of graduate and/or law school students dedicated to improving the lives of workers.

Michael spent 25 years, nearly his entire professional career, with the MLBPA working in support of the Players – past, present and future. Despite being diagnosed with an inoperable brain tumor in August of 2012, Michael waged an inspiring battle against his disease as he continued to work on behalf of the Players right up to the time of his passing last November, at the age of 51.

Award: The Players Trust will award up to five $10,000 scholarships annually, beginning January 2015

Requirements: Law students who have a demonstrated interest in, and wish to make a career out of, working in the labor movement and on behalf of workers’ rights

Skills:

WRITING COMPETITION update:

2014-2015 BEVERIDGE & DIAMOND CONSTITUTIONAL ENVIRONMENTAL LAW WRITING COMPETITION [DEADLINE: APRIL 6, 2015 BY 5 P.M. ET]

This writing competition is organized by the Environmental Law Institute (ELI) and the National Association of Environmental Law Societies (NAELS).

The U.S. Constitution has long been interpreted by judges and understood by most Americans to support comprehensive environmental protection. However, arguments questioning the constitutional legitimacy or application of environmental law continue to be made. ELI and NAELS invite law students to submit papers exploring current issues of constitutional environmental law. This annual writing competition is made possible through the generous support of Beveridge & Diamond, P.C., one of the premier environmental law firms in the nation.

Topic: Any topic addressing developments or trends in U.S. environmental law that have a significant constitutional or “federalism” component

Eligibility:

  • Students currently enrolled in law school (in the U.S. or abroad) are eligible, including students who will graduate in 2015
  • Any relevant article, case comment, note, or essay may be submitted, including writing submitted for academic credit
  • Jointly authored pieces are eligible only if all authors are students and consent to submit
  • Previously published pieces, or pieces that are already slated for publication, are ineligible

Submission guidelines: (1) Submissions may be of any length up to a maximum of 50 pages (including footnotes), (2) in a double-spaced, (3) 8.5 x 11-inch page format (4) with 12-point font (10-point for footnotes), (5) citation style must conform to the Bluebook, and (6) a separate cover page is required, which must include:

  • Title
  • Author’s name, year in law school, and expected graduation date (to facilitate impartial judging, the author’s name and law school must NOT appear anywhere in the entry, other than on this cover page)
  • Law school name and address
  • Author’s permanent and school mailing addresses, email address, and phone number (IMPORTANT: indicate effective dates for any contact information that is subject to change)
  • Abstract (limited to 100 words) describing the piece
  • Certification that the article has not been published and is not slated for future publication (while authors may submit their articles to other publishers or competitions, acceptance for publication elsewhere will disqualify an entry from further consideration)
  • Statement as to where the author(s) learned about this competition.
